Model UN: Roles and Rules of Procedure

Model UN: Papéis e Regras de ProcedimentoModel UN and DiplomacyB1–B2

A Model UN (Model United Nations) is a role-play of a real UN meeting. Each student becomes a delegate who speaks for a country, gives speeches, negotiates and votes on a resolution. To take part, you need to know who does what in the room and the rules of procedure: roll call, the speakers’ list, points, motions and voting.O Model UN (simulação da ONU) é uma encenação de uma reunião real da ONU.

B1 What happens in a Model UN

Research

You study your country’s history, interests and official position on the topic.

Speak

You give formal speeches to the whole room, with strict time limits.

Negotiate

You form groups (blocs) with countries that share your ideas and look for compromises.

Decide

You write, amend and vote on a draft resolution, just like real diplomats.

Did you know?

Model UN grew out of student simulations of the League of Nations in the 1920s, and today hundreds of thousands of students take part in conferences around the world every year.

Roles in the room

RoleWhat they doPortuguês
Delegaterepresents a country, gives speeches, negotiates and votes; speaks as the country, never as themselvesdelegado: representa um país, discursa, negocia e vota; fala como o país, nunca como si mesmo
Chairthe neutral leader: opens the session, gives the floor, controls the time and runs every votepresidente da mesa: o líder neutro; abre a sessão, dá a palavra, controla o tempo e conduz as votações

How a session flows

Rules change a little from one conference to another, but most sessions follow this order. The steps are explained one by one below.

1. Roll callthe Chair checks which delegations are presentchamada: a mesa confere quais delegações estão presentes
2. Setting the agendathe room votes to open debate on the topicdefinição da pauta: a sala vota para abrir o debate sobre o tema
3. Speakers’ listdelegates give opening speeches with their country’s positionlista de oradores: os delegados fazem os discursos de abertura com a posição do país
4. Caucusesshort focused speeches, then free negotiation in blocscaucuses: discursos curtos sobre um subtema e depois negociação livre em blocos
5. Draft resolutionsblocs write and present their proposalsprojetos de resolução: os blocos escrevem e apresentam suas propostas
6. Amendmentsdelegates propose changes to the draftsemendas: os delegados propõem mudanças nos projetos
7. Closing debatethe room votes to stop debating and start votingencerramento do debate: a sala vota para parar de debater e começar a votação
8. Voting proceduredelegates vote Yes, No or Abstain on each draftvotação: os delegados votam sim, não ou abstenção em cada projeto

Roll call: present or present and voting?

At the roll call, the Chair reads the names of the countries in alphabetical order. Each delegate raises the placard and gives one of two answers.

“Present”

The delegation is in the room and may vote Yes, No or Abstain on the resolution. Choose it if your country is still undecided.

“Present and voting”

The delegation is in the room and promises to take a side: on the resolution it can only vote Yes or No, never abstain. Choose it if your country has a clear position.

The speakers’ list and yields

The General Speakers’ List is the queue of delegates who want to give a speech, usually 60 to 90 seconds each. If you finish early, you must yield (give away) your remaining time in one of three ways.

YieldWhat you sayPortuguês
To another delegateThe delegation of Brazil yields its time to the delegate of Mexico.
To questionsThe delegation of Kenya yields its time to points of information.A delegação do Quênia cede seu tempo a perguntas.
To the ChairThe delegation of Japan yields its time back to the Chair.A delegação do Japão devolve seu tempo à mesa.

Keep the list alive

You can be on the speakers’ list only once at a time, but you may add your name again after your speech. When the list runs out, debate on the topic usually closes automatically.

B2 Points, motions, amendments and voting

Points: short questions to the Chair

A point is a short question or request. Raise your placard, say “Point of …” and wait for the Chair to recognise you. A point is one sentence, not a second speech. Levante a placa, diga “Point of …” e espere a mesa lhe dar a palavra.

PointUse it when …ExamplePortuguês
Personal privilegesomething stops you from taking part, like not hearing; the only point that may interrupt a speakerPoint of personal privilege: we cannot hear the speaker.
Ordersomeone did not follow the rulesPoint of order: the speaking time was sixty seconds, not ninety.
Parliamentary inquiryyou have a question about the rulesPoint of parliamentary inquiry: may we abstain in this vote?
Informationyou want to ask a speaker about the speech, only after a yield to questionsWould the delegate of Lebanon support a fund for host countries?

Motions: changing the debate

A motion is a formal proposal to do something in the debate. The Chair asks “Are there any points or motions on the floor?”, a delegate proposes one and the room votes on it.Uma moção é uma proposta formal para fazer algo no debate. A mesa pergunta “Are there any points or motions on the floor?”

MotionWhat it doesExamplePortuguês
Moderated caucusshort speeches on one sub-topic, called by the Chair; simple majorityMotion for a ten-minute moderated caucus, forty-five seconds per speaker, on humanitarian corridors.
Unmoderated caucusdelegates leave their seats to negotiate and write drafts; simple majorityMotion for a fifteen-minute unmoderated caucus to write draft resolutions.
Introduce a draftthe authors present their draft resolution; simple majorityMotion to introduce Draft Resolution 1.1.Moção para apresentar o Projeto de Resolução 1.1.
Close debateends the discussion and starts voting; two-thirds majorityMotion to close debate and move into voting procedure.Moção para encerrar o debate e passar à votação.
Suspend or adjournpauses the meeting or ends it; simple majorityMotion to suspend the meeting for a ten-minute break.

Draft resolutions and amendments

A draft resolution is the text the room votes on; it becomes a resolution only if it passes. The sponsors are the delegations who wrote it. The signatories only want it to be debated: signing does not mean they will vote Yes.

Friendly amendment

All the sponsors agree with the change, so it goes into the draft without a vote.

Unfriendly amendment

At least one sponsor does not agree, so the room votes on the change before voting on the whole draft.

Voting and counting a majority

During voting procedure the doors are closed, note passing stops and nobody may enter or leave the room. Delegates raise their placards to vote Yes, No or Abstain. Abstentions do not count: only the delegations present and voting (Yes or No) are counted.

Two-thirds majorityYes must be at least twice the No votes; used to close debate and, in many conferences, for resolutionsmaioria de dois terços: os votos sim precisam ser pelo menos o dobro dos votos não; usada para encerrar o debate e, em muitas conferências, para as resoluções
Vetoonly in the Security Council; there is no veto in the General Assemblyveto: só no Conselho de Segurança; não existe veto na Assembleia Geral

Do the maths

A draft gets 12 Yes, 5 No and 3 abstentions. Does it have a two-thirds majority? Ignore the abstentions and check: is Yes at least twice No? 12 ≥ 2 × 5 = 10, so it passes. With 12 Yes and 8 No, it fails, because 12 is less than 16.Um projeto recebe 12 votos sim, 5 não e 3 abstenções.

Right of reply

If a speech offends your country, you can ask the Chair for a right of reply: “The delegation of Poland requests a right of reply.” The Chair decides, and the reply must be short and polite. In the real General Assembly, a reply is limited to ten minutes the first time and five minutes the second.

Common Mistakes

Avoid these

✗ I think we should help refugees. ✓ The delegation of Brazil believes that refugees deserve protection.

✗ I give my time to Mexico. ✓ Brazil yields its time to the delegate of Mexico.O verbo técnico é yield (ceder).

✗ Point of information: I disagree with everything you said. ✓ Would the delegate explain how this plan would be funded?

✗ We signed the draft, so we have to vote Yes. ✓ Signatories may vote Yes, No or Abstain.

✗ China vetoed the draft in the General Assembly. ✓ There is no veto in the General Assembly.O veto existe apenas no Conselho de Segurança.
