Check every fact

Ask four questions: Who wrote it? When? Is it official or an opinion? Can I find the same fact in a second source? A viral video, a meme or a group-chat message is never a source. A model position paper: Brazil

General Assembly · Federative Republic of Brazil

Topic: Protecting Civilians and Refugees in Armed Conflicts.

Background. Armed conflicts in many regions of the world have forced more than 100 million people from their homes, according to UNHCR. Civilians, especially children, are the main victims: schools and hospitals are attacked, aid workers are killed and millions of people need food, water and protection. The Federative Republic of Brazil believes that the international community has a duty to protect them.Contexto.

International action. The 1949 Geneva Conventions, the 1951 Refugee Convention and its 1967 Protocol, and Security Council resolutions 2286 (2016), on the protection of health care, and 2601 (2021), on the protection of education, already set clear rules. However, these rules are often ignored, and humanitarian appeals often receive less than half of the money they need.Ação internacional.

Brazil’s policy. Brazil has a long tradition of welcoming people. Its 1997 Refugee Law is considered one of the most progressive in the world, and since 2018 Operation Welcome has received Venezuelans at the northern border and helped them move to cities across the country. Brazil has also offered humanitarian visas to Haitians, Syrians, Afghans and Ukrainians.Política do Brasil.

Proposals. Brazil proposes: (1) humanitarian corridors respected by all parties and monitored by the UN; (2) a fund for countries that receive large numbers of refugees; (3) more humanitarian visas and safe, legal routes; (4) reform of the Security Council, to make it more representative. Brazil firmly believes that dialogue and diplomacy are the only path to lasting peace.Propostas.

B2 Writing a UN resolution

The resolution format

A UN resolution is one long sentence. The subject is the committee, for example The General Assembly, and it is followed by two kinds of clauses. Above them, a header gives the draft number, the committee, the topic, the sponsors and the signatories.

Preambulatory clauses

The reasons: history, facts and past documents. They start with a participle or an adjective (Recalling, Deeply concerned), are not numbered and end with a comma. As justificativas: histórico, fatos e documentos anteriores.

Operative clauses

The actions: the solutions. They start with a verb in the present tense (Calls upon, Urges), are numbered and end with a semicolon; the last one ends with a full stop.As ações: as soluções.

Why “Urges” with -s?

The subject of every operative clause is The General Assembly, which is third person singular. So the verb takes -s: The General Assembly … urges, calls upon, requests, decides. Notice also that UN documents use -ize spellings: Recognizing, Emphasizing.O sujeito de toda cláusula operativa é The General Assembly, que é terceira pessoa do singular.
