Brazil speaks first

Every September, world leaders meet in New York for the General Debate of the General Assembly.

B2 Who decides what: power, votes and the veto

General Assembly vs Security Council

These two organs are often confused in the news, but they work in very different ways. The General Assembly gives every country a voice; the Security Council has the power to act.

General Assembly

193 members, one country, one vote. Nobody has a veto. Most decisions need a simple majority; important questions, such as peace and security, need a two-thirds majority of the members present and voting. Its resolutions are recommendations: they are not legally binding, but they show world opinion.193 membros, um país, um voto.

Security Council

15 members: 5 permanent members (the P5: China, France, Russia, the United Kingdom and the United States) and 10 members elected by the General Assembly for two years. A decision needs 9 votes and no veto from the P5. It can impose sanctions, create peacekeeping missions and authorise the use of force, and its decisions are binding.15 membros: 5 permanentes (os P5: China, França, Rússia, Reino Unido e Estados Unidos) e 10 membros eleitos pela Assembleia Geral para mandatos de dois anos.

How the veto works

On important decisions, a single No from one of the P5 blocks a Security Council resolution, even if the other 14 members vote Yes. An abstention by a permanent member is not a veto: the resolution can still pass. The veto exists only in the Security Council.

The veto initiative (2022)

In April 2022 the General Assembly decided that, every time a permanent member uses its veto, the Assembly meets within ten working days to debate it. The veto still counts, but now all 193 countries can discuss it in public.

The Secretary-General

The Secretary-General is the UN’s chief administrative officer and its most visible voice. The General Assembly appoints the Secretary-General for a five-year term, on the recommendation of the Security Council. António Guterres, a former Prime Minister of Portugal, has held the post since January 2017. His second term ends on 31 December 2026, and the selection of his successor is under way.O secretário-geral é o principal funcionário administrativo da ONU e a sua voz mais visível.

A famous quote

“The United Nations was not created to take mankind to heaven, but to save humanity from hell.” Dag Hammarskjöld, Secretary-General from 1953 to 1961.“As Nações Unidas não foram criadas para levar a humanidade ao paraíso, mas para salvá-la do inferno.” Dag Hammarskjöld, secretário-geral de 1953 a 1961.
